A graduate of Carleton University (B.A.) and the University of Ottawa (M.A.), Don McCulla served for many years as senior official responsible for trade policy matters in various federal government departments. He managed trade policy participation by the Department of Industry (1994-2003) in all relevant elements of the WTO work program, as well as the implementation of all trade agreements and trade policy development. He also served as chairman of the OECD Industry Committee.Mr. McCulla has extensive experience in trade negotiations, having been goods market access negotiator for the GATT Uruguay Round, Canada-Israel FTA, and Canada-Chile FTA, and lead goods market access negotiator for the Canada-EFTA FTA, Canada-Costa Rica FTA, and Canada-CA4 FTA and FTAA negotiations. He was Co-Canadian lead for NAMA in the Doha Round.
