Wenguo Cai

A graduate of Nankai University in China and Carleton University (M.A. in Public Administration), Wenguo Cai has extensive experience managing and implementing trade policy and trade-related capacity building projects in developing countries. After serving for many years as Program Director (Asia-Pacific) at the Centre for Trade Policy and Law in Ottawa, he became an independent consultant and has been closely associated with The Conference Board of Canada and the North-South Institute. He has also been a consultant to numerous international organizations including CIDA, UNDP, UNCTAD, APEC, ESCAP, DFID, and the World Bank, as well as the private sector, and has published many articles on trade and development issues in academic journals.
